New shoots on roses.

My climbing r ose trees are producing  lots of vibrant red new foliage at the moment but have noticed in the  last couple of days that these are being  broken off,not completley but almost chewed.3/4 through and then left.Im not sure if they are being attacked by a bug(no aphids around) or could it be something else.I sprayed them yesterday but new ones today.My husband wondered if it was pidgeons as we have quite a lot around.Help please.
