Having had a similar birthday just over a year ago, my first thought is, what sort of gardening does your MIL like? Roses and flowering plants, or more on the lines or wildlife friendly native plants.
My birthday is coming up again at the end of January, and I've asked for a hazel, which will have catkins on around the time of my birthday, and I will underplant it with snowdrops and aconites which will flower around my birthday too.

Checked it out earlier for you - and ended up purchasing a couple of new camellias because they have my youngest daughter's name ..... if OH complains about yet more plant deliveries, I shall be blaming you

a gardening voucher is best so as one can indulge in buying plants e.t.c.
Have had this myself for over 10 years. Flowers at least 3-4 times a year, very pretty plant.
You could go for a hamamelis, or find a plant with her name.
