I've been told to use a weak solution of Jeyes Fluid in warm water watered in the the soil kills the eggs.  I did that over a 6 x 6 area with a quarter of a cap of jeyes fluid in a 7 gallon warm water watering can.

My Uncle who used to show Leeks advised me to do that now as by the time my pot leeks are due to be planted out the solution will have washed through the soil, will be interested in other advice.

I have also been advised that crop rotation would work, plant crops that grow above the soil.
