Problem soil

Hi all,
I live in a house in a relatively new housing development (6 years old). To the front of the house are parking bays and some small (barely) planted beds. In typical developer style, the contractor filled the beds with a combination of excavated soil and small rubble, all of which is underlain with a heavy clay. The contractor did try and plant the beds witha shrub, but in the time since the development took place the shrubs have barely grown, leaving the beds looking very unloved and fairly unsightly.
Can anybody please give me some ideas of what we can do with these beds. I am really looking for ideas for shrubs which would fill the beds fairly quickly. I've posted below some photo's of what I am up against!
