I m digging over a new bed and about to put manure into it but found this mould / fungus ? The majority is coming from around the base of a rhododendron. It seems to be on woody material there are also some roots covered in it.
Any advice please.

look like dry rot to me

Just natural breakdown of the woody matter - strands of bacteria. Keep calm and carry on!
