Crataegus Laevigata Paul’s Scarlet Tree
I had the tree planted last January but the tree, which was some 10 ft high when planted, does not appear to have sprouted any leaves or flowers. In Spring it developed some buds but no leaves or any signs of growth since then. Is it too early to think that it is dead? or should I give it until next Spring?

scrape some bark off the branches starting at the tips, working back to the trunk. If you don't find any green, then it is dead
Was it bare-rooted or had it been pot-grown?
The weather in January was pretty appalling - here in Norfolk we had snow for my birthday in January and it stayed freezing cold for months! I'm afraid I wouldn't have planted a tree in those conditions. I'm not sure if I could have anyway - our ground was frozen solid.
I don't think it ever stood a chance, poor thing.

You say that you had the tree planted?, presumably by a gardener or firm. I would go back to them. Was it bare rooted? was it watered every week through the spring and summer?
I agree with Nut and Dove, it sounds like it's dead.
I didn't pick up on the 'had planted'. fidgetbones is right, back to the planter.

Thanks to all who have replied. Yes I employed a gardening company to plant up a large raised bed area. They were supposed to plant it in October but weeks passed by and they eventually did the work at the beginning of January. I will go back to them to ask them to check.
can you snap a small piece off , if the center of the twig is green it may grow back. I have one that puts on a lovely show each year but then loses most of it's leaves. I think i readsome where that blight is the problem.
