Could it be designed as a three wheeler like modern buggies? Seems more manoeuvrable than a 4 wheeler.

Yep, anything with swivel wheels is far more manoeuvrable than 4 fixed wheels.

  • what actually is it do you have a pfoto?

  • currently im just doing research and finding out what people would actually want or need it to do or what it could do help but i was thinking a similar style to the mobility aids on the market as that sort of style seems the most usable and popular but specialised for outdoor use in the garden

    Caterpillar tracks would be good.

Would be good to have carry trays either side to take the hand tools, seeds etc that you want to use. Still think three wheels not four. In a garden you need as narrow as possible to access all areas.and caterpillar tracks sounds great!

Could the handle bars at the front be designed to fold down so you could reach over the front if you needed to?

Pmsl Charlie. I'd love to play on one of those but not in the garden. You must be ex army!
