Protecting a Hebe over winter

I have a very nice Hebe, which is about 5 years old. Every winter it suffers badly from frost / snow etc. despite being covered with fleece. The Hebe takes the next 12 weeks to recover !
Is there a better way iof protecting it over winter ?

I could put a bit of clear plastic over it ... I have some of that !
The Hebe is a big one, although with the damage caused by last winter I've had to cut it back hard.
