A couple of quick drought questions

If only it was going to be a quick drought!
Anyway.
1 Dryopteris:
will the crispy leaves protect the core of the plant or should I remove them?

2 Dead leaves on the ground:
Should I take them up or leave them. I can't see them doing much good as a mulch on top of baked clay and maybe they're stopping what little rain or hosing from getting through.
Advice would be much appreciated.

    I would definitely pick up the dead leaves  :)
