Mulching

I have a preference for perennials, shrubs and sub-shrubs in my garden.
How do you mulch on an annual basis without burying the crowns/grafts etc. of plants? The recommended depth of a much for weed suppressants is 4 inches. I have found weeds enjoy this environment and it also encourages rotting off of some plants.

I try to mulch the root zone without going right up to the stems/trunks. I never have enough material to put 4 inches on though, and I mostly mulch for soil improvement not for weed suppression. Weed seeds will land on top and grow anyway.

I try to do it in late autumn when the plants are asleep and not vulnerable to my great feet walking on them. You just have to avoid placing the mulch against stems or over crowns.
