Unhealthy looking Rowan tree

We have a lovely Rowan at the bottom of our garden but this year it hasn’t blossomed very well and now the leaves haven’t formed properly. The neighbouring one planted at the same time, about 35 years ago, I’d perfectly healthy. Any ideas folks?

    It isn't a rowan  :)
    It's a place where beautiful isn't enough of a word....

    I think your tree might be a Broadleaved Cockspur Thorn … Crataegus x prunifolia. 

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.
