Stringy Anne Folkard

I planted this last summer under a Lilac hoping it might mingle with the Lilac. However it’s just all stringy and unhappy. 

Should I cut it back and move it? Perhaps to the front of a bed or near a rose?

    Plants go ‘ leggy’ when they are trying to reach the light. Maybe it’s in too much shade where it is. .
