New thuja occidentalis brabant struggling?

Hello! About 3 weeks ago I planted 40 thuja trees with ballot (taken from the field, not pot). I water them twice a week so the earth is moist but hopefully not dry. While all of them seem fine one is making me worry. Please see the pictures. What might be an issue here?

    Which one do you think has  a problem? I'm slightly confused  :)
    Watering twice a week at this stage may not be enough, especially as they seem to be in a fairly narrow site, and haven't been in very long. They need lots of water to get them established  :)
    I don't know what 'ballot' is - is that a typo?
    It's a place where beautiful isn't enough of a word....



    I live in west central Scotland - not where that photo is...
  • I meant burlap, sorry. I don't won't to overdo the watering... the earth feels moist even on top. I water them 2 a week but with about 5 liters of water each. Some new sprouts are turning yellowish and seem week. Not sure if this is because of the watering.
