Rose dosent want to flower

Can I dig this up and give to a neighbor and hopefully they will have better luck with it, I think it may not be getting the sun enough

    It has flower buds on it. Have you been feeding and watering it? It is planted very close to the house where rain probably won't reach it, and there is a silver ball and a pot over the roots. It would be happier with a compost or manure mulch rather than slate.

    Not at this time of year. If you move it do it between November and March when the rose is dormant.

    I know very little about roses, but I agree with @Busy-Lizzie. It doesn't seem to have much growing room there at all. Right next to the paving, and the house wall, and whatever is on the right hand side of that silver ball. 
    Very difficult to give it the food/nutrition and water it would need to perform well. 
    It's a place where beautiful isn't enough of a word....

    I can't see because of the silver ball, but the green cane looks as if it might be coming from below the graft.

  • I have had a  neighbor come round and she cut it back and said she will take it in November for our community garden

    Well it won't flower now.  You'll be lucky if it survives.
  • Lesson learnt.. thanks for the info.. will remember to plant in a better place next time I get a rose bush
