It has flower buds on it. Have you been feeding and watering it? It is planted very close to the house where rain probably won't reach it, and there is a silver ball and a pot over the roots. It would be happier with a compost or manure mulch rather than slate.

I know very little about roses, but I agree with @Busy-Lizzie. It doesn't seem to have much growing room there at all. Right next to the paving, and the house wall, and whatever is on the right hand side of that silver ball. Very difficult to give it the food/nutrition and water it would need to perform well.
It's a place where beautiful isn't enough of a word....
