What are these larvae?

Hello, I’ve just found these larvae all over my acer tree! Are they aphids or something else? What will happen? The tree is covered on every leaf 😟

    Blackfly?
    You may be able to squirt them off with a hose
    Knowledge is knowing that a tomato is a fruit.
    Wisdom is not putting it in a fruit salad.

    If they are not removed with a hosepipe then they may be scale insects. In which case the would need brushing away (or if really bad a systemic insecticide).
