Difficulty Germinating Phlox Cherry Caramel and Creme Brulee

I've tried numerous times and usually get only one or two to germinate. This year none have come up on two attempts. I've tried in the propagator and put in a bin bag to block out the light. The current pot is in a cupboard without heat to see if that'll work. Where am I going wrong?
