When sun shines and fklowers are fully open please take a clear pic to add to this thread. Accurate id may then be possible. Till then just call it Flobadob.
The leaves don't look like the speedwell I have in my garden, here they have toothed leaves. I have seen the plant in the photo but have never known what it is, maybe a different speedwell, or a milkwort?
Looks like thyme-leaved speedwell - different shaped leaves to e.g. germander or ivy-leaved. Almost sure but would be easier to confirm with a clearer photo of the flower.
Just for future reference ..Vinca...common name Periwinkle is very different. Pics below show Vinca minor alba aurea. A white flowered form with yellow leaves.
Leaves /flowers are very different from mystery weed.
