Lavender and tulips

Happy Easter everyone! Pls help me; 1. Is this lavender plant dead, should I get rid of it? 2. Squirrels have eaten my tulips before they even opened, should i just cut all the leaves now right to the bulb?

    Your lavender looks about the same as mine, so I hope it's not dead  :D seriously though, lavender does seem to go kind of grey at the bottom with fresh growth on top. Mine did that last winter too, and flowered beautifully after, so I would definitely keep yours. If anyone knows why lavender does that and if it's preventable I'd love to know! 

    Re: your tulips, I'd leave the leaves on as they will help feed the bulb for next year. Removing them too early can mean the bulb doesn't get enough nutrients to grow again properly.

    I think, looking at the label that it's a French type of lavender. Generally speaking they are more tender than the English types.
    I think that even though it has some green growth on the ends, it may well have had it. The usual advice is not to cut back into old wood, but you could try it and see if there is green growth on the inside.
