    I've looked at your Survey but unfortunately it has little relevance for me.

    If you are after setting up a Community based scheme, it would perhaps be better to restrict your survey to those in your community.  I'm pretty sure you would find plenty of advice from local services in your area - eg those who concentrate on social issues, etc. It's certainly a good idea but keep it closer to home.
