Seedling Soil

Hi, I thought I'd have a go at growing some flowers from seed so not knowing much about it I purchased proper seedling soil, however when I opened it the soil was very wet, almost like mud is this normal? When I've bought compost for ordinary plants in patio tubs the soil has always been dry - any advice would be appreciated. Thank you.

    It may be been stored outside and been soaked by rain.
    All the bags seem to heave small breather holes.

    Last year I got 3 bags of Growwise, I paid for them then they were loaded into my boot.
    When I took them out of the boot one bag weighed twice as much as the rest - it was probably the bag on the top of the pile outside

    You could let it dry out or get a bag of multi purpose (which is fine for 99% of seeds) and mix that with it
