Yes, shrubby lonicera. It looks like "Baggesen's Gold". I have some as a very dwarf hedge edging part of a bed, and it responds very well to being cut back/clipped.

Agree with @Fairygirl Once you get it into some sort of shape you will probably have to keep it trimmed fairly regularly. They make a nice little hedge but tend to get a bit carried away

They're often used for hedging, so it's maybe been that in the past and just hasn't been trimmed. They're fairly indestructible
