Now that I've enlarged the photo it looks as though it has already been planted, but it's hard to see without a close up. Are you sure they are all weeds?
There’s trees and what looks like some shrubs along the fence line.
I doubt that whoever went to the considerable expense and effort to do that would just leave the rest to weeds. There may well be some herbaceous perennials in there …

It also looks to me as if it is planted up. If you are in a situation where you can plant in it, water it , weed it etc you may find that other non gardening residents are happy for you to do so. Long term you may get fed up with it as you want to be doing your own garden?

@Fairygirl is right, you'll be trespassing by planting on this land without permission, regardless of whether it's in a private road. It looks to me as if there has been some thought gone into the planting already with trees and shrubs. I'd check up on ownership first and then consider planting once you have permission from the owner.
