Clay Soil Run Off into Garden Stones

Been doing some garden work, digging soil to create a foundation. An unfortunate consequence, probablt my own stupidity, means there's now clay soil run off that's solidify into a large area of garden stones.

Other than literally taking all the stones out, rincing them down and putting them back I'm unsure how best to do it. I'd rather not do that as it will take an absolute age. The drainage in the stones has clearly been effected as it puddles easier. There's no plants underneath. As far as I can tell it's a rock base with the stones on top.

Is there anyway I can break this down so it just seeps through and drains away?
