I'd say no at the moment , they look like swelling dahlia eyes for new stems . Has the dahlia been planted in the garden where previous dahlias have been or suspect gall? or notice the dahlia struggling at all ? is it a new dahlia plant this year .
I got one suspect leaf gall but I can't make my mind up , you can always discard it but it be a shame it look like a good tuber . I think I may just keep mine in a pot next year and keep an eye on it.
I had something similar a few seasons ago,I hadn’t heard of dahlia gall. I just replanted the tubers in Spring as per normal. They were fine, a couple of seasons later some tubers looked worse so I discarded them as I had plenty of divisions.
I think the dahlia in the photograph possibly does have gall, unusual in my experience to have so many potential shoots at this time of year.

Thanks Perki, it was a new plant this year. It flowered really well but was a bit leggy. I may keep in a pot and see what happens.
