They'll be fungus gnats of some kind probably. Quite common, especially when it's warm and wet. They're in the compost. Unlikely to be eating them though, as they're harmless - just annoying, unless it's something else you have

Yellow sticky paper was previously suggested to get rid of the black flies. I found it to be useful. Also if you let the soil dry out between watering it can improve the black flies situation.
