Is this Japanese knotweed ?

Hi all,
if I pull this or chop it back it does grow back in no time, it seems to wrap itself around everything
I ask is it Japanese knotweed, and if so how to get rid of it ?

trouble is: it seems to be coming from next door, so there's not much you can do about killing it

best to ask permission.
