Ideally, you'd wait until the peonies have died right back, but if they were mine, I'd do it now. They're nearly finished anyway, in terms of foliage. Just have the new spot ready, and plant at the same depth, as they don't appreciate being too deep. You can cut the foliage back by half too if you want.
It's a place where beautiful isn't enough of a word....
