Dracaena disease

Hi can anybody help with my dracaena the leaves have black spots on and isnt looking healthy at all some of the leaves also have what looks like white fluff at the base of the leaves where thay attached to the tree PLEASE HELP 😔

Those look like scale insects. The white fluff will be the egg masses.

these are the white fluffy things
