I think that’s a type of Salvia. Viridis maybe.
Leaves have a very distinct smell.
Gardening on the wild, windy west side of Dartmoor.

I think that's the annual blue Clary ... Salvia viridis

They self seed quite readily and the seed is quite hard so could persist for some time I guess.

Maybe 'dropped' by a bird? I notice it's growing at the foot of a tree.
