Lots of hoverflies and bees on the achillea but I don't recognise this insect. Can anyone help?

Hmm.  The long ovipositor - if that's what it is -  seems to be coming from the middle of its back rather than its behind and then splits into two.  And it doesn't have orange legs.  But am happy to think it is some kind of ichneumon wasp.  There were more in the garden today.
