Korean Fir. Remove pest damage or leave it?

Hi All, 

There were some pests on this Korean Fir, I suspect white flies, which in turn resulted in some black mould/mildew. A lot of the needles fell off the tree. There are areas at the tips or the branches where the needles clumped together, upon inspection they are covered in black mould and some pests. I washed and treated for aphids, should I cut off the tips that are clumped together where the black mould persists? 

The tree was only planted last Oct 2020
Any advice would be appreciated.
