Bamboo cutting

Near neighbour has a lovely contained bamboo. There are numerous talk shoot which will shortly be trimmed back. Can these trimming be used as cuttings?

    There might still be birds nesting in there. I found a nest when I tidied my bamboo last autumn. 
    Carmarthenshire (mild, wet, windy). Loam over shale, very slightly sloping, so free draining. Mildly acidic or neutral.

    Hi the tall spikes would be cut down to the level of the main bush so little disturbance
