Lilac tree holes

We have a lilac tree (10ft tall) that has not had any leaves or flowers this year, despite the previous 2 years being full of blooms. It also has small round holes in many of the larger branches. I have seen about Ash-Lilac borers online but that seems to be only in the USA?
We moved in 2 years ago and not being green fingered haven't done a lot in the garden besides weeding and clearing (it was wildly overgrown when we moved in)
Is there anything I can do to save the tree or is it a goner?
