Witch hazel - no upwards growth

Hello, we planted a buttercup witch hazel (corylopsis pauciflora) last year.  It seems to be doing well with pretty flowers earlier in the year and lots of healthy leaves.  The fine stems are growing longer and spreading out.  However there is no upward growth at all, all the branches are almost growing along the soil.  Is this normal,  will it eventually start growing upwards?

It sounds to me like a small plant building up. Maybe add a couple of images to get a proper look at it. They're fairly slow growing, but here's a post from Wisley illustrating nicely the growth habit
