Dwarf napoleon cherry tree

Hi, please could you advise me how to treat weak looking cherry tree that is in a big pot. We have noticed the leavers are curled and some gave black spots under the leaves. We potted the dwarf tree in a good compost with fish blood food. Also is putting mulch around the tree good? Where can I get good mulch is that is the case. Also what is the treatment to get a healthy tree.?
