How do I take cuttings?

You will need to be more specific, what do you mean by blue thistle, there are many different species.
Some need propagating from seed, others from root cuttings and some by division.
How can you lie there and think of England

It's an Eryngium. They can be divided to increase stock, or you can do root cuttings.
Sorry - meant to add this link

They’ll self seed or you can collect then when ripe and sow your own.

Very attractive plants. The Bees love them.
