Raised flower bed

We have recently moved into a house which has this raised flower bed on the front lawn. I’m not much of a garden so I’m looking for some ideas on something to plant that’s quite low maintenance but will look pretty. I’m currently removing the weeds from inside. There is some rock cress growing around the outside. The soil is not great, has quite a few rocks etc in there. I was thinking maybe I’d rake these out and add some decorative bark to keep it tidy looking?

    I love those weeping pears [Pyrus salicifolia] and you could use the area below it for spring bulbs [daffs, crocus etc]  and something like hardy geraniums. They'll be fine there, and would need very little care and attention. If you wanted something evergreen, Pachysandra would work, and there will be other alternatives too. 
    You'd probably need to add a bit  of decent compost to get the soil in good condition for planting, but it wouldn't need much attention after that.  :)
    It's a place where beautiful isn't enough of a word....
