Rose leaf disease ?

My Mother in Law seems to have a what i believe to be a disease on her roses (she is not best pleased as i am having my best year).

Is anyone able to identify, what are the causes and is there any treatment.

    Could she have sprayed them with something on a sunny day?

    The common rose diseases are black spot, rust and powdery mildew, and it definitely isn't any of those. It COULD be some kind of nutritional deficiency (eg chlorosis) but that usually shows up as even patterns along the veins. Given the speckly pattern, I'm with @Dovefromabove that something has been sprayed on!
