Does anyone know what these strange wiggly bits are that have appeared on my shrub? I’ve had it 2 years snd it’s never had them before 🤔 🧐

Not sure exactly, if I Google that name it does look like it. Oh wow! I did wonder if it was flowering, but as it looks so strange I was wondering if it was some kind of fungal disease!
