maybe Amsonia, although not sure on species.
There are ashtrays of emulsion,
for the fag ends of the aristocracy.

I second punkdoc ....it is an amsonia. I noticed lots at Wisley in the glasshouse borders. Tempted to try some here as rumour has it they are deer proof ......and you get a good yellow autumn colour with the leaves
