Our weeping birch is looking very poorly. Please help!

We’ve got a medium sized weeping birch that this year hasn’t really come into leaf properly. Quite a few of the branches have very few leaves, with big gaps and the leaves only coming out occasionally. Some of the leaves that are there are starting to yellow and get brown spots. (Photos at the bottom of this post.) The trunk looks fine.
I have noticed quite a few aphids on some of the leaf buds causing small malformed leaves, so I’ll find an insecticide to deal with them. But that doesn’t explain the branches with no attempted leaf growth at all, or the larger leaves going yellow with brown spots.
Is it due to all the rain we’ve been having? Fungus? I’ve never fertilised it, so is that something I should be doing?
Any help would be most gratefully received!
