Magnolia pruning

We have a magnificent mature magnolia (please excuse alliteration)

I do not wish to cut the top growth of this tree at all, but would like to tidy it up at the base by trimming off the lower shoots, and maybe cutting back the old previously cut limb closer to the main trunk.

When would be the best time to prune off these shoots and cut back the larger branch?
I would not want to place this tree in any risk

I suppose the lower shoots do help to screen my compost bins behind.
