Outdoor plant care

first post here - hopefully someone can help!
It might be a bit overkill for my first post, but I’m after some advice on the care of two separate outdoor plants. The first is a bay tree I bought 18 months ago that just doesn’t seem to want to grow, and the second if a Black Pearl which again just looks drab and sad.

I’ve attached pictures of them both and would really appreciate any help you can give me
