My Jasmine doesn’t seem to be growing are they slow growers?

The rather extreme weather has caused problems recently with many types of plants.
It would help people to advise if you specify the type, how old it is ( established or newly planted ). whether in a pot (what medium was used ? ) or in the ground.  The aspect and rough location would help too
