Clear jelly around seeds after stratifying?

I stratified my rosemary seeds for about three weeks using the damp towel and bag method and when I took them out today, they had a clear jellyish substance around them. What was this and what does it mean for the seeds? Are they damaged or is this normal?

Can you show a picture of this? Maybe a slime mould? I assume it doesn't like like a clutch of eggs.

This happens with some seeds and is very noticable with cress grown on kitchen paper. I can't say if it affects rosemary seeds adversely but it's never done the cress any harm and is part of the germination process.
