Scabiosa dead?

Evening all, I’ve got a Scabiosa Butterfly Blue that still isn’t growing, it’s planted in chalky soil that has elements of clay. Is it worth waiting a bit longer or digging up to inspect the roots?

I think it might be dead. Mine stayed green all winter and has been producing loads of new foliage and flowerbuds since early this year. Clay soil.
