Sad looking Plant ID

A friend has sent me a picture of this very sad looking plant wondering what it is, she said it has small yellow flowers from what remembers. Can anyone work out what it is? I thought maybe a dusty miller or artemisia? Thanks in advance!

floralies...conifers do not get masses of yellow flowers.
It is covered in unopened flower buds
Maybe a good soak will revive the poor thing.
Or are the white things the unopened flowers?
Have told her to give a really good soak and a light pruning, if it doesn't do anything by summer its likely done for😢
So I was 100% sure it was not a conifer.
Not one I have come across.
Now called Genista stenopetala...common name Sweet broom.
Ooops! Probably hit by cold...it comes from the Canary Islands so will hate cold/frost.
