Preferred method of planting

Hi everyone, I’m curious as to what people think is the preferred method of planting for chalky soil with elements of clay. Would you:
improve the soil and then plant
OR
plant and then mulch the soil instead

    I would choose plants that like chalk.

    Gardening in Central Norfolk on improved gritty moraine over chalk ... free-draining.

    The specific plants are roses and penstemon. For roses could you improve on planting and mulch after, both with rotted manure or would it be too much?Fire said:
