Deciduous agapanthus

My deciduous agapanthus (Blue Moon) is showing no signs of life. My two evergreens are just fine and all 3 weathered the winter in a sheltered spot outdoors. No heavy frosts or snow here on the west coast but I did forget to mulch it. Is it too early to declare it an ex-agapanthus & bereft of life?

Im also a little confused as Agapanthus don't have corms or indeed tubers, they have thick strong roots, you'd probably do lots of damage in digging it up just to check it.
It's still only March.
That'll be fun organising that one the undergardener doing all the lifting.
