Fungicidal drench

Please could someone tell me what I use, and how I do, a fungicidal drench? I am having trouble germinating surface seeded salvias which are looking like they might be going mouldy. I will try again but I have read that a fungicidal drench will help. Thank you

    Possibly the compost is too damp ... causing ‘damping off’. 
    Sprinkling cinnamon on the surface of the compost is said to help prevent fungal problems with seedlings. 

    The over-use of fungicides in gardening and agriculture is known to be causing resistance problems in human medicine, in a similar way to the way the over- use of antibiotics has caused bacteria to become resistant to many known treatments, so I do not use fungicides in my gardening. 

    Most fungicide problems can be dealt with by improving the growing conditions.
